President Volodymyr Zelenskyy stated that he expects American mediation to finalize access to Oleshky, a town in Kherson Oblast currently under Russian control. He indicated that the arrangement to open the route should become active in the near future.
In a video address, Zelenskyy described the conditions inside the occupied sector as dire. He noted that Russian forces have placed mines on the roads leading to the town, which complicates any movement of people or goods.
The Ukrainian government seeks to launch a humanitarian operation to restore access to Oleshky. The plan involves delivering food and medicine to residents and providing a safe exit for those living in the combat zone.
Zelenskyy confirmed that negotiations regarding this specific issue have been ongoing for some time. He said the talks have taken place at various diplomatic levels. He emphasized that Ukraine is prepared to fulfill its side of the agreement and is relying on the United States to facilitate the process.
The general staffs of Ukraine and Russia announced on Friday evening that a ceasefire will take effect in a designated area. The pause in hostilities is scheduled to begin on the night of October 27, 2026. The primary goal of this truce is to enable the humanitarian operation to proceed without interference from active combat.
The White House issued a statement regarding the development. It credited US First Lady Melania Trump with securing the truce between the two nations. The statement described the current situation in Oleshky as a humanitarian disaster that is unfolding in real time.
Kremlin spokesperson Dmitry Peskov confirmed that Russia has agreed to the ceasefire. He stated that the Russian military will allow the humanitarian mission to take place in the town under the agreed terms.
Dmytro Lubinets, Ukraine’s Parliamentary Commissioner for Human Rights, provided a specific timeline for the operation. He said the humanitarian mission in Oleshky is set to begin on October 29, 2026. He confirmed that a ceasefire will be in force during that period to protect the aid workers and residents.
